Background
TerraPower, in partnership with Evergy and the Kansas Department of Commerce, recently signed a Memorandum of Understanding (MOU) to evaluate Kansas sites for the construction of its next-generation Natrium advanced nuclear reactor. The project represents a major step forward in energy innovation, grid stability, and long-term energy security for Kansas.
TerraPower has indicated that site selection will prioritize locations demonstrating:
1. Strong community support – including formal endorsement from local governing bodies.
2. Access to 345 kV transmission infrastructure – ensuring reliable connection to the regional power grid.
The facility will require approximately 80–120 acres. Because the Natrium reactor is sodium-cooled, no large water source is required, expanding the range of suitable inland sites.
Economic Impact
The proposed TerraPower facility would bring substantial and lasting economic benefits to the region:
• 1,600 construction jobs during the estimated 7-year build phase, providing steady regional employment and creating demand for local services and housing development.
• 250 long-term operational jobs once the facility is fully operational.
• Significant indirect job creation through local services, housing, education, and supply chain industries.
The multi-year construction timeline offers the region a unique opportunity to plan and develop new housing and infrastructure to support incoming workers, further stimulating the local economy.
This project represents one of the most transformative economic development opportunities for Greenwood County and the surrounding region in decades.
Greenwood County Advantages
Greenwood County offers several competitive advantages that align closely with TerraPower’s site requirements:
• Strategic Location: Centrally located in the Flint Hills region with access to major highways and infrastructure. Potential sites near Eureka are in proximity to existing 345 kV transmission lines north of the city, with additional transmission infrastructure throughout the county.
• Utility Partnership: Evergy, a partner in the state’s MOU with TerraPower, serves Greenwood County and operates transmission assets that could support the project.
• Land Availability: Multiple 80–120 acre parcels are available for consideration, with minimal environmental constraints and ready access to utilities.
• Workforce and Education: The State of Kansas has committed to working with colleges and universities across the state to fill the workforce needs associated with the project.
• Community Readiness: Greenwood County has a history of cooperation among local governments, schools, and businesses, offering a supportive environment for large-scale infrastructure projects.
Next Steps
1. Board & Council Support: The Greenwood County Commission and the Eureka City Council are encouraged to vote in support of the TerraPower project, demonstrating unified community backing. Scheduled votes are planned for November 3rd (County Commission) and November 10th (City Council). Following approval, a joint letter of interest will be drafted and signed by the County Commission Chair and the Eureka Mayor/Acting City Administrator.
2. Letters of Support: In addition to the local Boards’ letter of interest, letters of support will be solicited from community stakeholders and businesses to demonstrate broad-based community endorsement of the project.
3. Submission Timeline: All letters of interest and supporting documentation will be submitted to TerraPower and the State of Kansas by November 21st, 2025, in advance of the State’s requested deadline of December 1, 2025. Site selection is anticipated to begin in early 2026. It is expected that TerraPower will narrow the field to 2–3 communities, which will then be invited to prepare presentations for consideration.
4. Public Engagement: A dedicated landing page will be created on the Greenwood County website to provide the public with accurate and up-to-date information regarding the project.
